Xenia Onatopp (played by Famke Janssen) in Goldeneye seems psychopathic and crazy horny enough to not only pick up a few nasty STDs... but also kill off everyone and anyone who gave them to her, thus making the source(s) untraceable. She's probably a "10" on the "high-risk" scale (in more ways than one).

On the other hand, Wai Lin (Michelle Yeoh) in Tomorrow Never Dies is well-entrenched with the Communist Chinese Doctrine of being darned careful with fooling around and getting pregnant (they frown on too many kids) and not fooling around with Yangweidzu ("white foreign devils" aka "foreigners"), so she'd probably be only a 1/10 risk if not a 0/10.
