isn't no NO.4 of SPECTRE because he seemed important if kronsteen mentioned him in FRWL. And there is no NO. 4 4  out of 4 found this valuable. Do you?

It's hard to discern who No. 4 really is...but I say it's a toss-up between Dr. No, Osato (since it was his company that allowed Blofeld to hide and known number Helga Brandt worked under him) or Bunt. (due to her importance to the Piz Gloria plan)

I guess you could assume he is #4 because the other SPECTRE agents went down in order

For some reason I had never thought of him as a number in the organization, but a somewhat independent villain with links to the organization.
