Saunder's rank

Twice within the first 15 - 20 minutes in the film The Living Daylights Saunders pulls rank on 007. Firstly telling him that the information concerning Koskov's escape is on a need to know basis only and secondly telling him that he had deliberately disobeyed an order by deliberately missing Kara Milovy. But isn't Bond technically a higher rank than Saunder's thus making Bond able to override any one of Saunder's orders? Do you find this valuable?

Saunders was actually a higher rank.
He was the man right under M in rank

Correct - MI6 branches fall directly under the control of M. It would be nice to see an actual chart of MI6 throughout the years of the 007 movies. Hmmmm Do you find this valuable?
