It has been stated that Villiers will not return for Quantum of Solace. Instead, he will be replaced by Bill Tanner, who was M's previous aide in, The World Is Not Enough.

There have been reports that suggest that Bill Tanner, M's other aide, was be handed over to Menzies in Bond 23 or 24
