I believe scaramanga is one of the best villains because he has a master plan, a cool secret lair, his own personalized weapon, and a distinctive third nipple, but most of all somebody worthy of 007(that isnt a henchmen)

Scaramanga is simply the best bond villain due to the following.
1) He is rich and has a smart plan to make him lots of money not something ridiculous to take over the world.
2) He is the best pistol man in the world.
3) He never wanted to fight with Bond he simply felt they should ignore one another.
4) He has his own private island and many cool gadgets..
5) He is basically the antibond
And last but certainly not least
6) HE HAS A POWERFUL WEAPON! The Golden Gun is the greatest gun if not movie weapon of all time.
