Twice within the first 15 - 20 minutes in the film The Living Daylights Saunders pulls rank on 007. Firstly telling him that the information concerning Koskov's escape is on a need to know basis only and secondly telling him that he had deliberately disobeyed an order by deliberately missing Kara Milovy. But isn't Bond technically a higher rank than Saunder's thus making Bond able to override any one of Saunder's orders?

Correct - MI6 branches fall directly under the control of M. It would be nice to see an actual chart of MI6 throughout the years of the 007 movies. Hmmmm
