Who is he:
Renard, who's birth name is Victor Zokas, is an ex-KGB terrorist who was shot by a double-o agent in the head. The bullet didn't kill him, but rather is traveling through his brain, killing off his senses. Consequently, Renard is unable to feel any pain. He falls in love with Elektra King (Stockholm syndrome) and is determined to make sure that her pipeline is the only one capable of carrying oil from the east to the west.

Attempted methods of killing Bond: shooting, leaving him inside a mine with a bomb, choking, blowing him up with a nuke in Istanbul

How he is dispatched: while trying to insert a plutonium rod into the reactor core of a nuclear submarine, Bond connects a pressurized hose to the reactor and ejects the core into Renard's chest.

Evil scheme: to blow up Istanbul, consequently ensuring that all of the eastern European oil gets pumped through Elektra King's pipeline

How plans were foiled: Bond snuck onto his stolen submarine and killed him.
