Quantum is yet another mysterious organization in the James Bond realm. Like their SMERSH and SPECTRE counterparts, they prefer to remain hidden, elusive. As according to Mr. White in Quantum of Solace, they "have people everywhere" giving the sense that unlike Smersh and Spectre, they may truly be well-hidden.

In Casino Royale, the organization entrusts Le Chiffre (the international banker of terrorists) with large sums of money through Mr White. Le Chiffre invests the money along with his other creditors' money in the aircraft manufacturer SkyFleet. Though SkyFleet's shares have been skyrocketing, he plans to short the company by purchasing put options, and ordering the destruction of the company's new prototype airliner, set to make its first flight out of Miami Airport. Bond intervenes and foils the plan, costing Le Chiffre his entire investment. Le Chiffre later attempted to recoup the loss at the Casino Royale Texas hold'em tournament but ultimately lost it to Bond. Mr White finally killed him while he was torturing Bond, saying "Money's not as valuable to our organization as knowing who to trust". Mr White then left Bond alive to allow Vesper to steal the money.

Most of what is known about Quantum appears to have been gleaned from Dominic Greene, a high-level member. At a performance of Rossini's opera, Tosca, in Bregenz, Austria, several members of Quantum, including White and Greene, discuss various business dealings, most likely illegal, using small earpieces given to them in their Tosca welcome kits. Bond steals a kit from a Quantum member, rendering him unconscious, and listens in on the chatter. Greene mentions that his operation in South America involves the "world's most precious natural resource" and that Quantum must control "as much of it as possible." Other members talk about keeping both the CIA and MI6 off base to complete their nefarious projects.

Near the end of Quantum of Solace, Bond drives an injured Greene to a remote part of the Atacama Desert in Bolivia and leaves him there. Greene pleads with Bond, stating that he answered all of Bond's questions about Quantum. Bond still intends strands him and gives him a small can of motor oil to drink if he becomes desperate enough while trying to reach civilization.
