Maximillian Largo was Number One in SPECTRE in the movie Never Say Never Again. Much like in Thunderball, Largo tries to steal two nuclear warheads. He then holds the World hostage, threading to detonate them anywhere - from the White House to the Tower of London. The only true way he states the world can be safe if they pay him 100,000,000 pounds randsom. All of this though, unlike Thunderball, is a cover up to hide his real scheme - To destroy the World's Oil Supply, in the Middle East.
