Maximillian Largo
Maximillian Largo was Number One in SPECTRE in the movie Never Say Never Again.
Much like in
Thunderball, Largo tries to steal two nuclear warheads. He then holds the World hostage, threatening to detonate them anywhere - from the White House to the Tower of London. The only true way he states the world can be safe is if they pay him 100,000,000 pounds ransom. All of this though, unlike Thunderball, is a cover up to hide his real scheme - To destroy the World's Oil Supply, in the Middle East.

I am pretty sure that SPECTRES real plan was to attain the ransom money after all. Placing the bomb where they did would've meant maximum damage if they didn't pay the ransom. Interesting idea though.
