- To make underwater the only suitable place to live by destroying New York and Moscow using the nuclear-armed Intercontinental Ballistic Missiles (ICBMs) carried by the nuclear missile launching submarines which were hijacked using the tracking device created by Dr.Professor Markovitz and ProffessorDr. Becchmann,Bechman, thus starting a worldwide war and nuclear holocaust.
How plans were foiled:
- Bond and the crew of the hijacked submarines recapture the Liparus, and Bond uses Stromberg's encrypted transmitter to send new target coordinates to Stromberg's crews aboard the two submarines, causing them to fire their nuclear-armed ICBMs at each other, destroying both submarines.
- The US Navy destroys Atlantis using torpedoes.
